A pool fence in Lubbock is a safety barrier that has to pass inspection, so we build it to the code first and the look second. The city has adopted the 2021 International Swimming Pool and Spa Code. That code calls for a barrier at least 48 inches high, gaps small enough that a 4 inch ball cannot pass through, and gates that open away from the pool and close and latch by themselves. Lubbock's local amendments also allow an approved safety cover as an alternative for one and two family homes.
Powder coated aluminum is the usual choice for a pool here. It does not rust from splash and sprinklers, it lets wind pass through, and it keeps the yard open. A six foot cedar or vinyl privacy fence around the yard can also serve as the barrier if the gates and gaps meet the code. For apartment and HOA pools, Texas Health and Safety Code chapter 757 sets separate rules, and it does not allow chain link for new pool enclosures.
The details are where pools fail inspection: a gate that does not swing shut on its own, a latch set too low, a gap under the fence where the ground drops, or something climbable next to the outside. Can my existing back yard fence count as the pool barrier?
It can if it meets the pool code: tall enough, no large gaps, nothing easy to climb and gates that self-close and self-latch. The City of Lubbock inspector makes the final call. Many yards only need new gate hardware and a few gaps closed.
Is chain link allowed around a pool?
For apartment and HOA pools, state law does not allow chain link on new enclosures, and Lubbock's code says the same for public pools. For a private home pool, ask Building Safety what they accept. Most owners choose aluminum.
When should the pool fence go in?
Plan it with the pool, not after. The section across the equipment access path goes up once the digging is done, and the barrier has to be finished before the final pool inspection.
